  FWIW, my own DIR program (XDIR) simply does a DosFindFirst.  When I do
  XDIR NUL, it does the same as 4OS2 does, finding a file called NUL in
  the current directory.

  I can only speculate that the \DEV directory stuff must be
  special-cased by CMD.EXE itself.
