There are techs of wildly varying skill levels.  It's hard to find somebody 
who 
knows what he's doing.  Look for techs with free estimates.  I finally found 
a 
local guy that's fixed two of my machines that I'd declared dead.
You can look around a bit and buy a new Hi Fi VCR for about $170 or so at a 
Sam's 
Club or somesuch.
