This can only be Sean Rima who is a sysop of many years in good standing.
He's quite responsive and will attempt to answer when you write him ... if
his house has not burned-down ... again.
 
I can't think of other "1 sysop only" regions here. No new-ones
are created so when a while ago a guy named Bruno Anthunes applied for
region-status in Portugal with him as the sole node, it was refused...
despite the support he was getting.
