I received a complete contradictory communication from several R50-sysops
opposing the referendum and opposing the Troika but fearing to be pestered
out of Fidonet when stepping into the open.
According to the brief which I received was "forcing down the throat
of a new Policy" definitely on the agenda ... and if I'm not mistaken
those were the exact words used even.

It failed because of 2 reasons:
1) a number of individuals made the process so unpleasant and time-consuming
that enough RC's turned their noses elsewhere. This is not because of
lacking RC-involvement but because of active obstruction by handful for
the mere pleasure of making it fail;
2) At that time there were 9 ghost-regions in zone-5 and 6 or 7 in zone-6.
That put the quorum-requirement unreasonably high. Without that number of
ghost-regions the policy-update would pass now.
Alex ... the referendum failed ... live with it.
Cut your losses and continue your other good work, this has often been said
to me as well and probably there's a lot of merrit in it.
