 Paul, is it 12% of the whole membership or 12% of the eligible
 membership?  I would've voted if I had been eligible.  The NRA
 had a membership boom a few years back (followed by a decline
 when they raised the dues), and many who joined during the boom
 may not yet be eligible to vote.
 Just my thoughts....
