No, it doesn't. It does mean V.22bis. It can't be V.34 for two simple 
reasons: the Sportster 14400, as you know, doesn't support V.34 and, 
even if it did, it wouldn't be able to use V.34 with a non-V.34 modem.
I don't have Recommendation V.34 but the Annex A to Recommendation 
V.32bis deals with what they call "automode modems". The V.25 answer 
sequence detects whether the other modem uses V.32bis, V.32, V.22bis or 
V.22.

The Annex A says something that may be a clue:
Note 1 - There may be implementations of V.22bis modems that terminate 
the transmission of USB1 before the elapsed time Tc because 
Recommendation V.22bis does not specify a minimum timeout duration.  
These implementations may not interwork with this procedure.

I'm sure that V.34 and x2 Couriers do negociate V.22bis and V.22. Today 
I used my old Aprotek 2400 to connect to three different Courier 
V.Everything modems (two V.34 and one x2) and was able to connect 
without any problems. In the BBS with the x2 modem I asked for USRSTATS 
and the modulation was reported as V.22bis. I couldn't check a V.90 
modem because the ones I know are set for not connecting below 9600 bps.

I believe that is a remote possibility. If different V.22bis modems 
can't connect to your Courier I suggest you to check the configuration 
of your modem.

Although being a sound mixer, my ears are not as good as yours and I 
can't detect any "serious protocol violations" by ear. What I can say is 
that when I connect to a V.22bis modem with my Sportster 14400 the 
connection is made using V.22bis, and when I connect to a V.34 or x2 
modem with my Aprotek 2400 the connection is made using V.22bis.
