The DAP program that I'm on is free.  I'm on the Worldwide Developer 
Assistance Program .  The other DAP program (I forget its name) requires 
that you release OS/2 software within a year (internal development doesn't 
count), and as I don't know my release schedule, I opted not to go with it.
I believe that it is free as well, but don't quote me on that.

The DevCon CD is normally $199 for the year.  As a DAP member, I got it for
$119.  They may have changed prices, but I just signed up a couple of months 
ago so that should still be close.  

The DevCon CD is aimed at programmers working with C.  More specifically, it
is aimed at programmers using IBM's C Set++.  I wasn't even aware that there
was a Pascal compiler for OS/2.  I don't know whether or not it would help.
All of the routines and documentation are for C/C++.  (Personal suggestion:
you may want to move from Pascal to C.  I made that move about 4 years ago,
and have never regretted it.)

I haven't even really scratched the surface of the DevCon CD yet.  I am most
interested in the Toolkit part of it, because I need the reference docs.
The articles in the accompanying newsletter are informative, though I haven't
had time to go though them all.  The CD also contains a lot of demos of 
commercial and internally developed programs, which I have not delved into
to any great extent.  The source code that ships with the toolkit is
especially informative from what I've seen.  

With the DAP program, you also get access to a special support forum on 
Compu$erve, but since I don't have an account there, I haven't checked it
out.
