 My understanding is that they were told NOT to scramble,
because, at that time, we believed that the skyjackers
wanted to survive, and that trying to negotiate and then
waiting for the plane(s) to land was safest and was what
we expected to happen.

 I heard that air traffic controllers were in contact
with at least one plane that said they were trying to
return to land and that the controllers believed them.
By the time we found out otherwise, it was too late.
