 The two small cooked parts are probably
the rectifiers. The 4,000 ufd cap helps
confirm this and is why the unit would
not produce excessive hum.

 I'd replace the parts with either high
current diodes or a bridge assembly,
whichever was easiest/cheepest to obtain.

 (BTW, 15-0-15 seems high for a 12 Volt
power supply. This would produce over 21
Volts unloaded.)
