the other end rebooting, on a power flick or whatever.

Yeah, its Telstra deliberately disconnecting calls so they get
another 25c call charge charge racked up when you call back.

It aint an absolute once its been filtered thru the rather
inadequate way that modem chipsets get to measure it.
