oh sure....  :)
Try looking for a Lex PCM41 or 42.  I use the 41 for slap, but it'll do
all sorts of modulation, even using odd waveforms to modulate.
In the cheap range, check for the old Effectrons.
Any of the newer multi-fx boxes will also do this.  Most of the floor
pedals didn't include modulation at all.  The closest you could get was
a chorus or flanger with a delay time control.
