I can't see you giving F22'es to either &....it's likely they'll hang
onto their std infantry weapons e.g. rpg'es & ak'es coz they're better
anyway.

They'd better be a gift coz frankly SU27/27+ (37 etc) are much better &
cheaper & easier to service.

Heck even the Mexicans are choosing them:
