If your VCR is off or switched out, you should still get the "Stereo"
indication.  However, if the VCR is turned on and switched in, it's running
its' own RF modulator, which isn't capable of sending the MTS stereo signal.

I believe you said that backwards.  If at all possible, connect the A/V out
from the VCR to the A/V in on the TV.  If you're out of jacks, you can buy
a switcher.
On the audio side of things, you may want to grab the stereo audio from the
VCR if the TV can't supply it.  There are separate MTS decoders.  I used
to own one -- and I don't like them very much unfortunately.
