Buy the new filter well before you get the new tank, put it on the 15 gallon
for a couple of weeks to cycle the new filter, then put it on the new tank
using at least part of the gravel and water from the old tank. That ought
to put a real dent in the cycle time.
Right after I moved the gravel and etc to the new tank, I'd spike the tank
with ammonia and watch the ammonia/nitrite level to confirm the tank was
dealing with ammonia then transfer the fish across.
