It sounds harsh but our willingness to 'negotiate' only
encourages more of the same. Hijack a plane and we shoot you
down would make hijacking pointless.

I've never been an air taffic controller but I'd wager one with
experience can tell by the flight path if an airliner is trying
to return or has another destination in mind? I don't think
there were many landing opportunities along the flight paths of
any of the airliners that were hijacked. 

A fighter 'escort' just in case would certainly have altered
the outcome in every instance.
