THIS BBS IS ONLY FOR DEVICE DRIVER WRITERS. Inside RMBASE.ZIP is a single file, RMBASE.INF. Access this with, of course, the standard OS/2 VIEW tool. Pick the RMBASE.H item from the table of contents, and then request Service/Copy to File from VIEW. This will write a file named TEXT.TMP into your current directory which should be renamed to RMBASE.H.
