In that particular city Troy, Michigan it is even more stupid
than anyone might think. A city councilman admitted to a news
reporter they were not fixing broken street lights and had
stopped picking up garbage to force residents to sell their
property so that a commercial development could expand in one
area. Unbelieveably arrogant and nothing was done to punish,
censure, or in any way take notice of his arrogance. (the
people who lived in that area eventually did have to sell)
