Not really. Warp 4 installs it's own version of Windows 3.1
automatically, look in \OS2\MDOS\WINOS2(\SYSTEM). It does not make any
use of any pre-existing Windows code although it will (unless told not
to) migrate the existing Windows desktop.
A little history:
Previous releases of OS/2 since the break up between Microsoft and IBM
had two basic versions: one with Windows built in and one that used
your existing copy of Windows and hot-patched it for use with OS/2. The
built in versions performed slightly better than the patched versions
since they had some bugs fixed and were compiled with a better compiler
(Watcom) than the genuine Microsoft versions (IBM have source rights to
Windows up to 3.1, in the same way Microsoft have source rights to OS/2
up to 2.0 or 2.1). For reasoms that have never been made public IBM
chose not to release a retail without Windows version of OS/2 Warp V4,
although as I noted above, they did supply a copy to developers who
subscribe to their support programme with DEVCON 11 (and in another
break with previous practise, not in the subsequent DEVCON 12).
Warp V4 is the first copy of OS/2 (I've got versions going back to 2.0)
that I've got that includes Windows.
