If you've tried more than 2 cables I have to think you have a bad connector on the mobo, or a failure of the IDE channel(s) on the mobo. Do you have anything else you can swap the cables and/or drives into to test? How old is the mobo? What is the maximum IDE speed capability on your drives and mobo? Are you trying to use the mobo cable end on a drive? Maybe a part of a connector has broken off and lodged inside the cable connector. -- "Through Him all things were made; without Him nothing was made that has been made."
