Drive light permanently on is a common sign that the cable is round the wrong
way at one end. My experience says that red (or pin 1) does not always face
the power connector, as you might expect. Look for 1 marked on the
connector on the CD-ROM drive, and the same at the other end on your
controller.

I have a 522 and a 562 on the same controller. If either of them is cabled
the wrong way round, the drive lights stay on; the 562 starts ejecting the
disc wildly; the 522 can't since it doesn't have a drawer.
