I've got the same problem -- it's triggered by pages that use tables.  Any 
wep page that doesn't use tables scrolls fine (by Netscrape standards, at 
least), but those with tables are very slow.
ET4000W32P using regular (non-GRADD) drivers on Warp 4 FP 5.  No other PM 
apps have the same problem.
For all the bad things in MSIE light (as shipped with Win95), it's certainly 
much faster than Netscape.
