Nothing in 8.7 was changed, except the pointers to other pertinent
sections.  Those had to be modified to reflect the modified sections
in 8.1 - 8.6.  The section dealing with impeachment remains intact.
Read both copies (ours and P4), and you'll see.

We are not about to step into that arena for in amendment proposal.

The original "simple" change was just that... simple.  It was my
considered opinion that it would have proved only a token change.
If one is to go about making a change to an antiquitated document,
one should attempt to make actual improvements.  We propose to do
this by making policy itself easier to change (read /possible/).
What good would it do to limit it to the Snooze section?
