The only ways I know for the OS to not see drives connected to an add-in
ATA card is to either pull the card out of the slot, disconnect the
cable, or change CONFIG.SYS to explicitly ignore the controller or
devices connected to it. IOW, with those I've used there is not built-in
BIOS setup program that allows you to have devices or itself ignored
like you can with a motherboard BIOS.

BTW, the BIOS considers the ATA add-in card to be a SCSI HBA. IOW, if
you are running any non-LVM enabled version of OS/2, or DOS or windoze,
then installing it may require trading slots between it and your real
SCSI HBAs to preserve partition order/letters. Whichever PCI device is
found first in POST order will be the first to get its chance at drive
letters. IIRC, the S1590 BIOS has no option to reverse logical PCI
device recognition order like is found in some motherboard BIOS.
