Never stated or implied enforcement wirgout legal authority, although it 
happens. I also recognize that some officers step beyond legality.
I intended to address the concxepts of zero tolerance.  The issue itself is a 
sad commentary on the whole criminal justice system on both sides, and is 
interesting in itself.
The self righteous among us feel the need to right wrongs by fiat/policy/laws 
they themselves right, then those accused defend themselves against 
overbearing and arguably oppressice enforcement.
The most interesting part of this scenario is the school syustems where a 
case can be unbdisputed as to fact, and the agressor and victim get sinmilar 
punishments and records---inplying equal guilt.
zero tolerance is an abdication of responsibility to teach in these scenarios 
and has a number of serious unintended consequences.
