The first step is the newer one that allows wider bandwidth and stereo
passthrough. The second approach (move 21 to 3, and re-transmit BOTH
the detected audio and video.

Multi-Television-Sound is the technical name for our version of stereo
TV audio. It allows for a mono (original) signal (untouched), FM'd
subcarriers with dBX for Left and Right, and a third mono SAP (Second
Audio Program) - an AM'd subcarrier also dBX encoded for a third
language, Blind reading service, weather, data, what have you.
