 According to the architect (on PBS) asbestos
was legal when the building was started and
about half way through construction they were
forced to change to a less effective fire
retardant. The architect said that the
building would have lasted hours longer if
asbestos had been used throughout as designed.

 I think that the risk by trying to remove the
asbestos is much too great in comparison to
leaving it be. If it's not disturbed, it's
fairly safe.
