Internal is no problem then.  Assuming the end user is English speaking
then the only possible hurdle is NZ Teleco Regulations.  I'd be fairly
safe in saying a Canadian purchased modem will work in NZ.  I know a guy
here local that bought 3 Hayes 56k Accura externals for a friend to use
in Manilla.
