No secrecy on this.  You've seen several ZC's say the same thing. I can
look ¨back at my archived mail to see it all and that wont change it.

It was rejected due to low turnout and lack of any concerted direction even
¨among the ones who 'wanted change' for the ZCC to apply anything.
