I have it seen already like this though: floppy drive still worked with 
some other  OS'es, but failed with OS/2 when in PM mode. Second obvious 
question not been put already and not hence not been answered: what's 
the age of the drive?

Before performing a reinstal (which isn't the right method for this kind 
of problems anyway), I would try a new drive first; all the more as a 
new drive costs less than a single glass of grappa.
