I don't think Policy is the place for a history lesson.. and it'll always
be out of date to use present tense.  It could be changed to justify the
Policy's existence perhaps: "within a few short years, Fidonet grew
from two local systems (?) to thousands globally.  Therefore Policy was
created..." (blah blah blah).
