I wouldn't argue with you...but based on the lack of speed, action and
communication from the ZCC to me concerning an issue relative to the
pronouncements of one of their members, I'm not totally convinced that the
issue could be easily resolved.
Also, can you tell me where in P4 the exact procedure exists where the
nodes could force, per your statement above, the IC to withdraw anything?
