Once in net 500 when it still existed we had a discusion about this. My then host and former ZC2 Henk Wevers held the position that boucing mail for unlisted nodes should only be done by the host of the receiving node. The host of the receiver should know if the node exist but is (not yet) listed in the global nodelist, and if it exist, he should know what to do with it. Mind you, this was in the age that there often were several weeks of delay between zones when distributing the nodelist...
