That will undoubtedly come as a surprise to our forces still deployed
there.  I note that we're still sending troops there and that they're
occasionally taking incoming fire.

Likewise the Balkans.  And note that the (then) president promised to have
them home by Christmas - of *1996*.  They're still there....

And whether the official fighting is over or not, there's still occupation
duty.  We still have occupation troops in Europe and Japan over fifty years
after that war ended - complete with peace treaties.
