I doubt there is a related one in Fidonet for creation of a zone or for
moving ¨individual nodes (rather than whole nets).

What makes you think that? It's possible Ward had a vested interest in
¨not making sweeping changes in R50, but what reasons do you attribute to
the ¨rest of us who agreed? Especially mine since I'm the one who would
have ¨benefitted the most? (Thats taking it we decided to use an existing
zone).

Russian involvemtn in this and other english echos has always been somewhat
¨sporadic and they are shrinking just like Z1 did some time back.
