 Electronic Communication Privacy Act.
This law defines and regulates electronic communications.
Any decent library will have this in their reference section; make sure you
check for *all* ammendments, if you want to look it up. The ammendments are
usually seperate (most libraries won't buy a new code set each year; they
just get the updates). It's not part of the FCC.
The FCC (the quick course) manages the frequencies, as a non-renewable
resource. They also (in theory) are responsible for policing those
frequencies, and the users of them. In reality, however, unless the problem
deals with public service comms, or is of such a nature that people or
property could be damaged as a result, they don't have the resources to
 handle it.
The FCC does not have anything to do with catching or punishing those who
violate the ECPA. That's the Justice Department.
 Hope this helps.
