military).  Therefore, I have not partaken of the VA's services.  
But I would venture the opinion that how VA employees think of 
their clients -- even if they have no contact with clients -- has 
a bearing upon the manner in which services are provided.  If 
nothing else, it bespeaks a certain atitude on the part of upper 
management.
