I work for the Federal government, specifically, as a systems
programmer for the Bonneville Power Administration, part of the
Department of Energy. I would certainly not be so presumptuous as
to tell you that I know/knew about all BPA policies or could
interpret them all. The BPA Administrator does not use me as one
of his advisors! (grin) So from the outside, it would appear to
me just as likely that the VA would keep its employees in the dark
about its plans as that employees would be in the know. Please
understand that I do not know whether this is the case in this
instance. However, I should say that mr. Gashel has had a pretty
good track record over the years.

I am not a veteran (unfortunately, the blind cannot serve in the
military). Therefore, I have not partaken of the VA's services.
But I would venture the opinion that how VA employees think of
their clients -- even if they have no contact with clients -- has
a bearing upon the manner in which services are provided. If
nothing else, it bespeaks a certain atitude on the part of upper
management.
