You need country-specific ROM codes, I believe. Due to different methods of 
dialing, etc. Otherwise, I think most modems are pretty much the same, no 
matter WHERE you purchase 'em...Oh, yeah...you also get modem response 
messages in your own language (assuming it's not English )
