That fully states that you didn't vote.  "Concurred" only means 
you agreed with the decision.  You noted that the hands "had 
been counted".  Hence, the vote you claim was was held was over.  

It's no wonder you have so much trouble communicating with the 
Russians...  

And, before I forget, debates don't have votes.
