I don't know how else to describe it. It's not a Republican policy, but 
several Democrats are enacting it.

It would be nice if it worked that way, but we're actually letting murderers
and rapists out.  There is a thick fog around the meaning of "violent crime."

It's ambiguous, and in NY for example, 2nd degree murder
(unplanned/spontaneous) is not considered "violent," and we let those guys
out of jail in time for the 6 o' clock news, so they can hear about their
crime while having dinner with their families.
