   (majority decision -- see other message).

   As to a -requirement- for *C participation, this revision is at least
   as forceful as current policy in requiring that.   To not support it
   for that reason is to say that less *C participation is acceptable.
   To go as far as you seem to want would endanger the passage of the
   revision (IMO).  I think that we have made the requirements for *Cs
   to consult their constituency and to participate as strong as we can
   afford to do --- at this time.
