I cannot recall an election in which anything close to 50% of the
eligible voters actually voted. That is why I think a 50% quorum
or anything close to that is too high.

It is not just 1 out of 10. It is 10% of the RCs, and then again 10%
of all *Cs in two separate stages.
In any event, if the RCs are not comfortable with the 10% quorum
figures, they can change them to something on which they can reach a
majority acceptance.
Would you support 15%? 20%? 25%? Where is your level of comfort?
