Just one comment. Canada is not undergoing negative population growth. Quite
the opposite in fact as our population is booming at a rate slightly
exceeding that of the US (according to Canadian, US and UN census
statistics). Further, I can not speak for Japan but Canada does not offer
`birth incentives' for increasing our population. We do offer incentives for
affluent immigrants as an economic measure but not as a measure to boost out
population. Most immigrants to Canada do not qualify. Quebec, however, is
currently experiencing negative growth and their francophone population is
decreasing relative to the non-francophone population and as such are
promoting increased birth rate amongst its francophone population. But as far
as I know Quebec does not offer any implicit or explicit incentives to
families with so many children.
