  As has been pointed out, this is special magic that CMD.EXE does in
  its DIR command, and is not OS/2 itself.

  If you write a program that does a DosFindFirst on \DEV\* it won't
  find anything unless you have an actual \DEV directory.

  ( Hence the difference between CMD and 4OS2 when you type DIR NUL. )
