   You could of course put it that way. But I (manually) almost never
select what character set to use -- JamNNTPd (or rather Thunderbird) does
it for me based on what characters are in the text.

   If I do nothing this text will also become CP866. But now I'll change it
to ISO-8859-1 and I should get Latin-1.
