is the home of lots of OpenSource OS/2 software. It owns a CVS system
for shared developement, it owns the capability of free download of
binaries.... An author can simple publich more or less detailed
documentation on his project site.....
Netlabs is designed for developers who are willing to share
developement. Free download is only a side effect.
It is on the author to place his sources to public.
Fior free- and shareware there is since a couple of decades

There each one who likes to publish his software has a server where he
can place his binaries and even his source. In contrast to netlabs
HOBBES is designed as "upload for download" but without ability to
active sharing of developement.
HOBBES has a number of mirrors, so even when the server itself stalls
you can contact one of the mirrors. Netlab has currently no mirror I
know of but it would be possible to setup some.
So I can not see a need for creating more independant servers.
