John Maddox Roberts, not Robert Maddox.

He may be better known as an SF writer, and he did one or more
books in the "Conan" series of adventure-fantasy.
A search of the LA public library catalog produced the following
(in cronological order). The last two do not take place in Rome.
Murder in Tarsis would appear to be from that period, but from
the middle east (perhaps it has something to do with St. Paul?).
