interesting... firstly, you choose a document titled "Common DNS
Operational and Configuration Errors" and try to use it to state what
is required... then you also point to a section of said document that
doesn't even contain rDNS or the term "reverse dns" or similar...

then it is an erroneous conclusion... the document you point to does not
state that reverse dns is _required_... in fact, said document uses the
word "required" only three times... once in reference to glue
records, once in reference to SMTP servers supporting the MX mechanism and
lastly in reference to being required to have at least two nameservers per
domain...

turned off" or as in "disconnected cable"... you can't
directly contact any of my machines on my internal LAN but by your
definition, they are offline when, in fact, they are very much online all
the time and providing data and services...
