Not ever a true representation -- in the beginning it was don't try to
grab up the N95 masks that our medical staff so desperately need.

And again -- a mis representation.  The the problem is that you cannot
tell who is not infected without testing, and in the beginning hardly
anyone could get tested.

Depends on how many people are there.  Mass church gatherings and
funerals became super spreader events.  Any place where hundreds or more
people are together without social distancing or masks are very risky.
