Yeah, sorta. But when I speak of a national plan I'm thinking more is needed to
prevent further infections and deaths from covid-19 rather than saying "it's
under control" or "be calm - it'll go away".

You are kind of free & loose with the term illegal. Democrats don't in fact
support illegal immigrants although they do support immigration.

I dunno why you bring up the Chinese but I agree you need a secure border.
That's a complex issue and I doubt a wall will provide that. Your government
officials both Democrat and Republican are going to have to put their heads
together and come up with ways to do that.

In Canada there is still no travel except for essential travel. When folks do
travel and return they have to self quarantine for 14 days.
Something like that would be needed for anyone after travel regardless of their
citizenship or reasons for travel.
