No, you guys miss the point. Copyright is not about making copies, it's
about providing an author with a way to receive a fair return on his labor.

For example, preloading windows provides plenty of return, so limiting
personal copying is not required especially if no money is involved (as in
poor kids can't afford windows). However if a vendor preloads a pirate
version then money is changing hands and it's a copyright violation.

Up until 1978, US copyright law could not be violated if there was no money
changing hands. That's where the "non-commercial" use comment
came from.
